About the Journal

The RPPC journal or Revista de Políticas Públicas & Cidades, had its roots as a blog for discussing academic subjects in urbanism and urban planning, founded by postgraduate students from the Pontifícia Universidade Católica do Paraná (PUCPR) in 2014. Over time, it evolved into a non-institutional scientific journal, independent of any specific academic association. With ISSN 2359-1552, the journal is published semiannually and follows a rigorous editorial process, including blind peer review, to ensure the quality and relevance of contributions. Its scope encompasses a wide range of related areas, from architecture and urbanism to economics, sociology, geography, and public health, as long as the works are linked to public policies. Committed to ethical research and transparent editorial practices, the journal adopts an open access policy, aiming to democratize scientific knowledge. Authors are encouraged to contribute theoretical and empirical works that address contemporary issues in urban public policies and offer original and relevant insights for the field.


Journal history

Founded as a 'blog' for the publication of academic subjects in the area of ​​urbanism and urban planning, it became a non-institutional scientific journal due to the interest of postgraduate students. That is, he did not belong to public or private educational institutions. Thus, the magazine was founded in 2014 by students from the Pontifical Catholic University of Paraná (PUCPR). Its foundation was only in the academic environment of the University without relations with it under any condition.  

About the Periodical 

The Periódico Políticas Públicas & Cidades – ISSN: 2359-1552, (Rev. Pol. Púb. & Cid.) is a biannual publication. There is an editorial support team, through the “Open Journal System - OJS” system: 'software' for managing academic journals. The responsible editor plans and organizes thematic volumes for annual publications through the OJS system. With support from the editorial team, editorial board and internal advisory committee for peer review.

Thematic Areas 

The magazine accepts works from different areas of knowledge, as it is an interdisciplinary journal, as they address issues related to public policies.

Mission 

Disseminate results of interdisciplinary and disciplinary research in Public Policy.

Goals 

Publish blindly evaluated manuscripts, considered theoretical and empirical on topics studied in the field of public policies. Furthermore, it is planned to address sociological, anthropological, philosophical, political, social, economic, geographic, urban problems, as well as public health issues, for which “city and urban” in their social and political complexity must be theorized and discussed, from an epistemological, ontological and methodological point of view.

Políticas Públicas & Cidades (RPPC) is an interdisciplinary journal in the area of ​​Public Policies. The journal follows the international policy of free and open access. Such production has “Non-commercial Attribution, No Derivation 4.0 IC - BY-NC-ND 4.0).

Frequency

The magazine is biannual. 

Ethical policy

Responsible editor:  oversee editorial practices related to evaluation and publication, maintaining the principle of editorial quality and published works.
To this end, it is your responsibility:

  • Autonomy to reject or accept manuscripts after editorial evaluation;
  • Identification of plagiarism;
  • Invite editors to organize thematic dossiers;
  • Invite authors with important research to be published as scientific text;
  • Build editorial practices in accordance with the interests of the academic community;
  • Review editorial practices that may hinder publication;
  • Decide which manuscripts will be sent for peer review;
  • Request an editorial opinion from another editor when there is a conflict of interest;
  • Choose evaluators from the RPPC scientific committee, or even invite external evaluators according to the theme/complexity of the text;
  • Mediate possible conflicts between evaluators, authors and the academic community, when there are questions related to ethical values ​​of the publication, such as plagiarism (intentional or not);
  • Remove manuscripts reported for plagiarism, in addition to publicly retracting them;
  • Immediately resolve any conflicts of interest between author(s) and reviewer(s).

 

Assessors

  • Do not disclose any information about the manuscript under evaluation to third parties;
  • Follow the journal's guidelines regarding evaluation criteria;
  • In the case of theoretical and empirical manuscripts, the text may be rejected in its entirety, providing a brief explanation to the editor;
  • Inform the editor of any conflicts of interest or identification of plagiarism;
  • Articles with potential for publication must be recommended paths to improve the quality of the manuscript;
  • Inform the magazine of the impossibility of evaluation;
  • Complete the opinion within the deadline set by the magazine;
  • Ask for more time to make the opinion in advance.

Guest editors 

  • Prepare the dossier call text;
  • Discuss with the responsible editor the editorial process (evaluation, editing, submission, publication);
  • Assist the responsible editor and editorial team, in order to guarantee the quality of the editorial process;
  • Appoint external evaluators when requested by the responsible editor;
  • Write key article for the dossier and editorial as decided by the responsible editor;
  • Research with people (for Brazilians);
  • Research with people in the field of Social and Human Sciences according to RESOLUTION N° 510, OF APRIL 7, 2016. One of the processes must be indicated at the end of the text: i) process number in a finalized situation with the Ethics and Research Committee (CEP) of your University; and ii) data proving approval on Plataforma Brasil (submission and approval).
  • The manuscript does not include any of the previous items. A handwritten statement must be issued by the person responsible for the research, signed by the members of the manuscript, explaining which ethical principles were adopted in the research. Furthermore, a brief description of when, how, in which place, and contact details of those who can confirm that the research was carried out;
  • Research that used public data according to the Transparency Law (LC 131/2009), must attach proof (official letters).
  • These proofs will be published, avoiding questions to the manuscript published as a scientific article.

Declaration of Research Ethics and Good Practices 

  • The periodical Políticas Públicas & Cidades, ISSN: 2359-1552 (electronic), publicly undertakes to ensure the quality of the work published in its annual volumes. Therefore, it will be essential to comply with national, Latin American and international practices related to scientific publication, denying unethical values that could compromise the meaning of research and science. 

Fees for submission and evaluation 

  • There are no fees for submission and evaluation.

Publication fees 

As of 2021, RPPC began asking for a contribution of R$800.00 after approval in the peer evaluation process. Previously, the magazine had been maintained with resources from the responsible editor. The authors, from 2016 onwards, started paying the DOI number (R$ 30.00 to 35.00). The RPPC assigns the numbers through the Crossref agency, which charges in dollars.

For 2021, costs have increased, as we seek the quality of the journal for authors and researchers. We list some services that generate costs:

  • Open Journal Systems (OJS) hosting;
  • Open Journal Systems (OJS) update;
  • Update of Open Journal Systems (OJS) plugins by the company Acesso Acadêmico. Example: plugin, DOI, metrics, etc.;
  • The magazine needs more gigabytes, avoiding slowdowns, at a cost that we don't yet know;
  • Layout and development for the magazine’s theme (site aesthetics);
  • Freelance for each volume. That is, to configure PDFs in 'software', such as InDedign, Illustrator, Photoshop, etc. Each Volume will require a budget, as it depends on the number of articles, moreover, graphic and textual content;
  • Freelance to prepare call illustrations;
  • Freelance specialist in text correction;
  • Freelance specialist in translating texts into English and Spanish. For multilingual calls;
  • Assignment of the DOI number per article;
  • In 2021, the magazine joined the Crossref agency. Annual value in dollars: US$275.00 ( Link );
  • Make RPPC a member of the Brazilian Association of Scientific Editors (ABEC).
  • Intern for publicizing calls.

We emphasize that blind submission and evaluation is free of charge. The amount of R$800.00 will be charged after final approval of the work. Therefore, submission does not mean acceptance, as the journal is not predatory.

  4. Does the work present a clear, cohesive and coherent text?
  5. Does the work represent a relevant contribution to the field of knowledge?
  6. Is the gap well defined between theoretical approaches to the field of knowledge?
  7. Is the originality, originality and novelty of the manuscript clear?
  8. Are the research problem and question clear and well defined?
  9. Does the work dialogue with the existing bibliography on the topic, including recent works?
  10. Is the methodology clearly described?
  11. Does the methodology allow achieving results with a satisfactory level of reliability?
  12. Is the relationship between problem, objectives, methodology and results clear?
  13. Are the results clearly described?
  14. Are the results adequately discussed (implications, limitations, alternative interpretations, etc.)?

Plagiarism detection
